Is there a murdoku app?

Yes: MurdX works as an app on your phone. You do not get it from an app store; you put it on your home screen in two taps, and it then opens like any app.

Does the murdoku app cost anything?

No. Playing, the murdoku of the day and making your own are free. For a class or a group there are premium extras.
